Lithium Battery by Air

¡P      NEW Dangerous Goods Best Practice 009 ¡V ¡§Best Practice for the Acceptance of Cargo Consignment containing Lithium Cell / Battery by Airlines in Hong Kong¡¨, jointly issued by the Dangerous Goods Working Group under the Carrier Liaison Group (CLG-DGWG)and HAFFA

In response to the changes in the 52nd Edition IATA DGR (2011) (with effect from 01 January 2011) particularly on the lithium battery, the CLG-DGWG has finished the BP reviewing process as new BP009. 

 

Please note the number of the best practice will change from "BP008" to "BP009" to avoid confusion in the market.  That means, ¡§Dangerous Goods Best Practice BP009¡¨ will replace ¡§BP008¡¨ with effect from 01 January 2011.

 

¡P      Below area (phrase highlighted in yellow) is the only amendment for you take note in BP 009:

 

(1) Revised Step under Section C of Part 1:

 

-    Step 1: Information on MAWB in the ¡§Nature and Quantity of Goods¡¨ Column (instead of Additional Handling Information)

1. The type of cell or battery:

¡P    Lithium ion cells / Lithium ion batteries / Lithium metal cells / Lithium metal batteries

2.     The text:  ¡§Not Restricted¡¨

3.     The relevant Packing Instruction: ¡§PI965 / PI966 / PI967 / PI968 / PI969 / PI970¡¨

 

 

¡P      Lithium Battery Handling Label

 

In addition to the new BP009, Member please be advised of the following points regarding Lithium Battery Label:

1.    An allowance has been made for the lithium battery handling label to be reduced in size to not less than 74 mm ¡Ñ 105 mm where the packages are of dimensions such that they can only bear smaller labels.

2.     For those packages containing both types of batteries, the label must show ¡§Lithium metal and lithium ion batteries¡¨.

-IATA: 2011 Packing Instruction Transition Guidance NEW (10 Dec 2010)

 

The 52nd Edition of the Dangerous Goods Regulations contains all the reformatted packing instructions developed over the last 4 years by the ICAO Dangerous Goods Panel.  The ICAO Dangerous Goods Panel has agreed to a 3-month transition period to allow shippers to take care of any ¡§in-stock¡¨ dangerous goods shipments.  The transition period allows for packages prepared on or before 31 December 2010 in accordance with the 2010 edition of the DGR to be accepted for transport until 31 March 2011.  DGR Reference 5.0.6.2 contains a note to this affect.  Where this transitional provision is being used the shipper must indicate on the Shipper's Declaration the packing instruction number in effect in the 51st edition.  In this instance the date on the Shipper¡¦s Declaration should be the date the document was prepared, i.e. a date up to and including 31 March 2011.
