Background
Recognition of Prior Learning (RPL) is a mechanism
under the Qualifications Framework (QF) whereby participation is on a voluntary basis. It aims to enable
practitioners with various backgrounds to receive formal recognition under the
Qualifications Framework (QF) of the knowledge, skills and experience already
acquired, and it is based on industry competencies (SCS
based) with a view to promoting continuing education and lifelong learning.. Aspiring practitioners can
determine their starting points for learning and progression based on the
qualification levels they have already acquired to minimize the need for
repetitious training of the same skills. Employers may also formulate
training programmes in respect of the competencies and qualification levels
attained by their employees to meet organizational needs.
The RPL
mechanism was launched on 15 March 2012 and QF representatives have given all
members a full presentation at the HAFFA AGM back in April 2012. Trust
that RPL to recognize the rank-and-file workforce (Levels 1 to 4) competence,
followed by professional bodies and training schools for advancement in
training, and more important to ultimately upgrade the qualification levels of
employees for career promotion and development.
Practitioners
working in Airfreight and Express, as well as Shipping sectors can apply for
recognition of different qualifications according to their job nature and years
of service. A ¡§Statement of Attainment¡¨ would be issued to the RPL
applicant who has passed through the assessment verification by Vocational
Training Council. Title and QF level of competencies recognized will be
listed in the Statement.
1, 3, 5
and 6 years of services are set for QF Levels 1, 2, 3 and 4 respectively; below

Application for recognition and
reimbursement
Step 1: Identification of Clusters
of Units of Competency ¡V Logistics
Based
on the SCS formulated by the Logistics Industry, the RPL mechanism will be
conducted in the form of clusters of units. Applicants may decide on the level
of qualification for the clusters they wish to apply In
order to promote QF and encourage more practitioners to apply for RPL, the
Education Bureau has introduced a five-year transitional period and the
Qualifications Framework Support Scheme (QFSS) to facilitate
participation. During the transitional period, applicants may apply for recognition
of QF qualifications at Levels 1 to 3 through only verification of supporting
documents of years of working experience. No assessment is required for
Levels 1 to 3, but applicants can opt for assessment if so prefer.
Assessment is required for Level 4 (e.g. interview and/or practical
assessment). Please note there will be additional transcript for
applicants choosing assessment for
recognition based on their prior working experience and relevant experience.

Step 2: Fees for Verification of Supporting Documents
In order to promote QF and encourage more
practitioners to apply for RPL, the Education Bureau has introduced a five-year
transitional period and the Qualifications Framework Support Scheme (QFSS) to
facilitate participation. During the transitional period, applicants may
apply for recognition of QF qualifications at Levels 1 to 3 through only
verification of supporting documents of years of working experience. No
assessment is required for Levels 1 to 3, but applicants can opt for assessment
if so prefer. Assessment is required for Level 4 (e.g. interview and/or
practical assessment). Please note there will be additional transcript
for applicants choosing assessment.
For recognition of Level 1 to Level 3 of the QF by
assessment of years of working experience and work relevance, the following
assessment fees shall apply:

Step 3: Successful completion of RPL assessments
Receive recognition.
Step 4: Fee Reimbursement
In addition, successful applicants can enjoy up to
100% reimbursement of RPL assessment fees in two stages:
(i) 75%
of assessment fee to be reimbursed upon successful completion of RPL
assessments; and
(ii) (2)
remaining 25% of assessment fee to be reimbursed after completion of a
QF-recognised training course (after the RPL applicant received the recognition
and pursued further training under QF-recognised training course).
There
is no limit for the reimbursable amount* and the number of times for your
applications
*If
your Statement(s) of Attainment was/were issued before 1 September 2014, you
should apply for reimbursement of assessment fees under the Qualifications
Framework Support Schemes and the maximum amount reimbursable to each applicant
is HK$3,500.
