WHO WE ARE
riginally founded in 1966 as the Association of Hong Kong Air Freight Forwarding Agents (AHAFA), HAFFA is a non-profit making organization which promotes, protects and develops the carriage of goods (whether by air, sea or land) generally, and the businesses of cargo forwarding agents and logistics service providers in particular.
In 1986, AHAFA became Hong Kong's sole ordinary member of the International Federation of Freight Forwarders Associations (FIATA).
Since then,
the Association's responsibilities have increasingly included all modes of transport: air, sea and land. To reflect this fact,
and with an increasing number of seafreight forwarders among its members, the Association changed its name to the Hong
Kong Association of Freight Forwarding Agents (HAFFA) in May, 1989.
Cargo volume into China will increase in the wake of China's entry to the WTO. Transport Logistics is one of the sectors for long term growth identified by the Hong Kong Government. In recognition of the growing importance of both virtual and physical logistics in Hong Kong, HAFFA is moving with the times by reflecting the ever increasing sophistication of the industry and changing its name to the Hongkong Association of Freight Forwarding And Logistics Limited in April, 2002, although the existing logo and short form, HAFFA, remain unchanged.
The Association, now with several hundred members, acts as an authoritative voice for the industry at official and government levels. HAFFA is responsible for setting industry standards and providing educational courses and business development programs which enhance the professional levels of freight forwarders and logistics service providers (LSPs) in Hong Kong.

WHAT WE DO
HAFFA is active in providing educational courses to enhance the professional standards of freight forwarders and LSPs in Hong Kong. The Association, through the Vocational Training Council (VTC) and in conjunction with Cathay Pacific Airways and/ or other airlines, coordinates the Airfreight Traineeship Scheme with a view to provide air cargo personnel with basic training and advanced instruction in international air cargo rating, cargo claims handling and dangerous goods handling. In 2001, HAFFA, in conjunction with Education and Manpower Bureau (EMB) and Vocational Training Council (VTC), implemented a "Skills Upgrading Scheme for Transportation and Logistics Workers". The programme covered airfreight, terminal and warehouse, land freight, sea freight and logistics, to promote corresponding training within all these sectors.
The Association is involved with coordinating, lobbying and liaising with government authorities as well as other industry-related associations, including the Hong Kong Shippers' Council, Tradelink (in which HAFFA is a shareholder), the Carrier Liaison Group, the Board of Airline Representatives, Hong
Kong Air Cargo Terminals Ltd. (HACTL) and Asia Airfreight Terminal Co Ltd. (AAT). The Association aims to look after the best interests of its members and has negotiated a special package with the Tradelink system for HAFFA members. HAFFA is also the only body appointed by FIATA to authorize issuance of FIATA documents in Hong Kong, such as FIATA Multimodal Transport Bill of Lading (FBL), FIATA Multimodal Transport Waybill (FWB) and FIATA Forwarders Certificate of Receipt (FCR).
The Association plays an important role in representing the Hong Kong freight forwarding and logistics industry on an international level. HAFFA represents its members' interests at meetings of the Federation of Asia-Pacific Air Cargo Associations (FAPAA), International Air Transport Association (IATA) and FIATA, ensuring that Hong Kong's voice is heard at international industry conferences and seminars.
Prior to the opening of Hong Kong's new airport at Chek Lap Kok, HAFFA commissioned the Hong Kong University of Science and Technology (HKUST) to conduct a survey on the impacts of airport removal and help identify factors to be considered by cargo agents when choosing new warehousing locations.
Through the joint efforts of HACTL and other industry members, HAFFA lobbied the Government Transport Department to issue long term permits to qualified trucks from the existing 2.5m to 2.57m. This solution to overcome the problem of prepacked units crossing the Tsing Ma and Kap Shui Mun Bridges in trucks exceeding the maximum allowable width will greatly facilitate those members who wish to operate off the Chek Lap Kok airport site.

The transport logistics industry has contributed significantly to Hong Kong's success as the ninth largest merchandise trading entity, and one of the most trade-oriented economies in the world, and HAFFA's members pride themselves on their contribution to the economy of the Hong Kong Special Administrative Region. Last but not least, HAFFA will continue to work with other authorities to enhance Hong Kong's competitiveness and to strengthen the four pillars of "Logistics Hong Kong", that is the physical, electronics (IT), human resources and marketing logistics, and enhance Hong Kong's competitiveness as the international transport and logistics hub.

AFFA promotes the freight logistics service industry as a whole. The Association aims to achieve standardization in the industry and to promote a high degree of professional conduct among its members, including ethics and financial viability. HAFFA has also been instrumental in establishing and continuously updating the industry's Form of Trading Conditions and introduced improved procedures to enhance credit control.
n addition to leading the way on issues facing freight forwarders/ LSPs in Hong Kong, HAFFA also undertakes to organize a variety of activities throughout the year including:
HAFFA takes an active role in organizing and participating in Seminars and Conferences which are particularly relevant to its members and the industry as a whole. Regular seminars include Basic Air Cargo Training, Cargo Claims Handling and Dangerous Goods Regulations Courses.
HAFFA holds annual sports tournaments for members.
Events include table tennis, golf, snooker, tennis and bowling.
HAFFA organises a dinner every year during March to which all Association members, representatives of airlines and shipping lines, freight-related liaison groups (such as the Hong Kong Shippers' Council) and terminal operators are invited. The dinner has an average attendance of one thousand guests and
provides a forum for industry members to meet socially.
The regular HAFFA Newsletter ensures that all our members are kept fully informed of the latest developments in the industry. Members are also able to access up-to-date information such as the member name list and form of trading conditions on the HAFFA Website at
