Awareness (DGA) for Category 4 & 5 Personnel of Freight Forwarders
Development of the Self-Study Scheme
Before the first announcement of the training requirement for Cat 4 & 5 Personnel of
Freight Forwarder was issued by the Civil
Aviation Department (CAD) (notice: DGAC
1/2006) back
in 2006, HAFFA
has undergone many meetings with CAD aiming to work
out a
solution that would balance the industrial operations and the
requirement, issues including but not limited to, longer grace period,
training for subcontractor, lowering of the course fee, clear definition of the term
of Cat 4 and 5 personnel, phase by phase implementation, and so on. In the first round of consultation, we
have strived for the grace period up to mid-2008. Later in April 2008, HAFFA has also
achieved to put through a revision in the implementation date of the
requirement, as it is finally announced that
the regulations will become mandatory with effect from 1st July 2009.

That means freight forwarder is required to fulfil
the CAD requirement BEFOFE 1 July 2009. See
possible penalty if not fulfilling the requirement here: Freight
forwarders fail to comply with this regulations commit an offence and shall be liable to a fine of $20,000 and to
imprisonment for 6 months (Source: DGAC 1/2006).
Forwarder who
has passed the Exam (Passing rate: 80%) will be awarded a certificate and he/she
needs to renew this certificate by taking another refresher exam within two
years from the date of examination so as to keep DGA knowledge up-to-date.
Starting in year 2009, there is a new provision for a
3-month “window” that allows for
recurrent training conducted within the
final 3 months of the 24-month period to be considered to have been completed
on the expiry date of the 24-month period. E.g. a person who completed a course on
30 June 2007 needs to complete a revalidation by 30 June 2009. However, the
revalidation may be taken between 1 April and 30 June 2009 for the revalidation
to be considered to have been completed on 30 June 2009. The next revalidation
date will then be 30 June 2011.

HAFFA has set up a HAFFA
DG Awareness Corner (Information including FAQs) to further explain
details of the subject which our Members have
raised concern,
such as how to classify their staff under Cat
4 and 5 personnel.
Apart from the breakthrough of the grace period to let practitioners to have sufficient time to
receive training before 1st
July 2009, the HAFFA
Executive Committee have responded to Members’ need by establishing a Self-Study Scheme
(SSS) which
will include an
examination to be hosted by HAFFA at a reasonable fee. Recently the SSS Manual (English version) has been approved by the CAD after a
lot of efforts spent during the past to make the Manual easier to read by
the transport public. We are
delighted to announce that the CAD-approved DGA SSS will be commenced on 08 September 2008.
You may wish to know that there
are DGA
1-day Training Class (for both Cat 4 & 5 personnel) (English
version only) and DGA half-day
Training Class (for Cat 5 personnel only) (English version
only) currently
offered by different training
entities, and now
