FIATA Licencee

Background

 

FIATA Documents have an excellent reputation and are recognised as documents of tradition and trust. They have greatly contributed in the past to the facilitation of international exchanges and will continue in the future to be valuable instruments in the service of World Trade. The documents are easily distinguishable as each has a distinctive colour and carries the FIATA logo. By using FIATA Documents as FIATA Licencee, you participate in the propagation of uniform right and joint practice of the worldwide freight forwarding industry and contribute to the reputation and image of our profession. HAFFA has been appointed by FIATA in Hong Kong to be the sole agency to authorize the issue of its documents since the late 1980s.

Types of FIATA Document

 

Only HAFFA Members approved by HAFFA are legally authorized to issue FIATA Documents in Hong Kong. The FIATA Documents include:

 

1.       FIATA Multimodal Transport Bill of Lading (FBL) signed “as Carrier” (pantone 3105 U)

 

FBL is a carrier-type transport document set up by FIATA for the use by freight forwarders acting as Multimodal Transport Operators (MTO) and it can also be issued as a marine bill of lading. The FBL is negotiable unless marked “non-negotiable”. It has been deemed by the International Chamber of Commerce (ICC) to be in conformity with the UNCTAD/ICC Rules for Multimodal Transport Documents published by ICC. Therefore, the FBL bears the ICC logo alongside the symbol of the national freight forwarders association (i.e. HAFFA logo in Hong Kong).

 

2.       FIATA Multimodal Transport Waybill (FWB) signed “as Carrier” (pantone 3105 U)

 

FWB is a carrier-type transport document set up by FIATA for the use by freight forwarders acting as Multimodal Transport Operators (MTO) and it can also be used as sea waybill. The FWB is not negotiable. It has been deemed by the International Chamber of Commerce (ICC) to be in conformity with the UNCTAD/ICC Rules for Multimodal Transport Documents published by ICC. Therefore, the FWB bears the ICC logo alongside the symbol of the national freight forwarders association (i.e. HAFFA logo in Hong Kong). Contrary to the FBL, the FWB must not be presented by the consignee for the delivery of the goods at destination.

 

3.       Forwarders Certificate of Receipt (FCR) (pantone 578/579 U)

 

FCR was introduced by FIATA for the use by international freight forwarders within the organization of FIATA. The FCR document enables the authorized freight forwarders to provide the consignor with a special document as an official acknowledgement that they have assumed responsibility of the goods. The FCR is not negotiable and the document can be handed over to the consignor immediately after the freight forwarder has received the consignment. By completing the FCR the authorized freight forwarders certify that they are in possession of a specific consignment with irrevocable instructions for dispatch to the consignee shown in the document or for keeping it at their disposal.

Application and Fee

 

(A) Interested HAFFA member please submit to HAFFA:

1) a copy of Forwarder’s Liability Insurance Policy (Minimum Liability Limit: US$250,000).

 

(B) For non-HAFFA member,  interested applicant please submit to HAFFA:

1) HAFFA membership application form; and

2) a copy of Forwarder’s Liability Insurance Policy (Minimum Liability Limit: US$250,000).

Price of FIATA Documents *:

FBL            HK$380.-/100 sets (minimum order: 100 sets)

FWB           HK$280.-/100 sets (minimum order: 100 sets)

FCR            N/A #

 

*     FIATA Licencees may print their own FIATA Documents according to the sample provided, upon HAFFA’s written approval and file a copy of the document at HAFFA for record purpose.

#    FIATA Licencees must print their own FCR according to the sample provided [to adopt HAFFA Form of Trading Conditions (December 2008 - Template Only)], upon HAFFA's written approval and file a copy of the document at HAFFA for record purpose.

Remark: Kindly note that the FIATA Licencee is not the same as being an Individual Member of FIATA. FIATA Licencee Holder is not allowed to show the FIATA Logo on its publicity materials. For more information, please contact the Secretariat at Tel: 2796 3121.
