Working alongside the Chartered Institute of Logistics and Transport in Hong Kong (CILTHK), and with funding support from the Hong Kong Government via the Hong Kong Logistics Development Council (LOGSCOUNCIL), the VTP will provide industry newcomers with a structured curriculum which will greatly enhance the skills and capabilities of the local workforce. The VTP will provide training in basic technical skills, industry-specific knowledge and sound implementation guidelines of freight operations. This will assist newcomers and those who wish to refresh their skills in acquiring both practical knowledge and hands-on skills, enabling them to make immediate contributions to the industry once in the workplace. Another benefit of the programme is that it is both cost- and resource-effective. The programme is not only able to train staff to operate on a day-to-day basis, but it has the potential to become the preferred qualification for employment in the local industry. The forwarding industry is lacking a structured and day-to-day practical training programme. The companies can only arrange their internal training such as on-the-job training by the supervisor who is not equipped with training techniques or developing its own programme. It is costly but the outcome of staff performance is uncertain. With its cost-saving abilities, both SME and larger-sized companies are able to standardize their internal training procedures by joining the VTP, therefore more resources can be focused on their operations, leading to higher productivity. As the logistics sector is moving towards higher-value added operations, the HKSAR Government is mindful that a pool of talents has to be nurtured for the long-term development of the trade. With a structured and practical curriculum targeting frontline freight forwarding staff, the Vocational Training Program would no doubt enhance the professional standard of logistics practitioners, which would in turn help reinforce Hong Kongs position as a leading regional logistics hub, said Mr. Francis Ho, Vice-chairman of LOGSCOUNCIL. As the preferred regional transport and logistics hub, the overall standard has risen in the past few decades and in order to maintain its position, Hong Kong needs a well-trained and efficient workforce to cope with increasingly sophisticated services in the freight and logistics industry, we believe the VTP can help our students to achieve just that Mr. Peter Wong, Chairman of HAFFA said. Along with the LOGSCOUNCIL and HAFFA, we believe there is a real need for such a program, and we are in full support of its development, Prof. WONG Sze-chun, President of the Chartered Institute of Logistics and Transport in Hong Kong said. This is a useful and practical programme as it is relevant to the skills actually needed in industry practice. Unlike other programmes that focus on the theoretical aspects, this programme provides practical knowledge and skills that are crucial for business operations and the logistics industry at large. Such a program is brand new for the logistics sector. It is developed in response to the 2007-2008 Hong Kong Policy Agenda of the HKSAR Government which includes an item on the launching of a training programme for the freight forwarding sector. All parties have expressed their commitment towards the program, which is to be formally launched at a later date. The Hong Kong Shippers Council and the Carrier Liaison Group have also voiced their support for the program. The Vocational Training Program will enhance practitioners skills and capabilities. It is particularly useful for those first join the industry, and will contribute to maintain Hong Kongs position as the preferred regional transport and logistics hub, Mr. Sunny Ho, Executive Director of the Hong Kong Shippers Council said. We fully support the plans for this program, Carrier Liaison Group, Chairman, Mr. Albert Lo said. The airfreight industry continues to advance and with higher and stricter requirements and the skills of industry personnel must grow parallel to these changes. With more attention focused on security, this training programme can assist in ensuring that fewer mistakes are made by the operational and frontline staff. The Hongkong Association of Freight Forwarding and Logistics Limited was established in 1966, and is responsible for setting industry standards as well as providing educational courses which enhance the professional standards of the freight forwarders and logistics providers in Hong Kong.
