Considering it is also important for your customers (i.e. shippers or co-loaders) to take proper training in order to ensure that they have knowledge and abilities to comply with prevailing regulations for handling DG, we are delighted to extend the privilege to Members’ customers. That said, non-HAFFA members to be referred by you can also enjoy Member’s price for all HAFFA training courses. Apart from helping to enhance safety in air cargo transport, trust that this extended privilege can be conducive to building up a good relationship with your customers and prestige of being HAFFA Members. Therefore, Members are highly encouraged to refer your customers to take the HAFFA courses.

 

To enjoy the benefit, business partner of HAFFA member require following the steps below:

(Attention to business partner of HAFFA member) If you being a Non-HAFFA Member will join any HAFFA course because of our Members’ referral, you may enjoy HAFFA Member price. You're required to first fill in the HAFFA Pre-Enrollment Online Form and provide your referrer's (HAFFA Member's) Company name and its email. An automatic email will be sent to your referrer, you may remind your referrer the need to reply that email within 5 working days for verification. An automatic email with your filled enrollment form will also sent to you by email. After the completion of verification by your referrer, please mail the printed enrollment form  together with a cheque made payable to "HAFFA" (please write down your name and course code at the back of the cheque) to HAFFA.

Partial Reimbursement of Course Fee provided by the Transport and Housing Bureau (THB)

The Transport and Housing Bureau (THB) - the Professional Training and Examination Refund Scheme (ProTERS) under the Maritime and Aviation Training Fund (MATF) 

The Transport and Housing Bureau (THB) launched the Maritime and Aviation Training Fund (MATF) on 1 April 2014 to support the manpower training of the maritime and aviation industries. One of the initiatives under MATF is the Professional Training and Examination Refund Scheme (the Scheme). The objective of the Scheme is to incentivize those interested to join or re-join, as well as already working in the maritime and aviation sectors, to attend course(s) and sit for examinations(s) that are being offered by various education institutions, professional or trade bodies to raise their professionalism and competency, and encourage them to acquire relevant professional qualification(s). Under the Scheme, successful applicants will be refunded 80%* of the fees for completing pre-approved courses/examinations.

* Each individual may apply for fee refund for more than one pre-approved course/examination, up to a ceiling of $30,000 per person under the Scheme.

** Applications must be made by individuals.  Each successful applicant will be refunded 80% of the fees, subject to a maximum of HK$30,000, for the pre-approved courses / examinations. Refund claim applications submitted before 1 September 2021 would be processed in accordance with the requirements stipulated before the said date, i.e., refund 80% of the course / examination fees with subsidy ceiling of HK$18,000.

    Application should be made by individuals. Application from company/organization will NOT be accepted.
    For each application,
  2. (a) the applicant must be : 

  3. (i) a resident of the HKSAR and lawfully employable in Hong Kong; and

  4. (ii)(1) be in full-time employment in the maritime sector with an organization/ company in Hong Kong at the time of application (with  employment proof) (Type I Application); or

  5. (ii)(2) have left his/her employment in an organization/company of the maritime sector in Hong Kong (with service exit proof) and completed the course / passed the examination on or after 1 March 2020, and re-employed full-time by an organization/company of the maritime sector in Hong Kong at the time of application(with employment proof), which must not be later than 31 March 2022 (Type II Application); and

  6. (b) the applicant has enrolled in or taken one of the pre-approved aviation courses or examinations, and has completed the course to the satisfaction of the course provider or passed the examination; and

  7. (c) the applicant has not been granted any other form of government subsidy or financial assistance for the relevant pre-approved course/examination.

Key Procedures for Application:

For Type I Application, applicants must complete and submit the application form within 4 months after completing the course / passing the examination. 


For Type II Application, applicants must complete the same course / pass the examination during the period between 1 March 2020 and 31 March 2022 (both days inclusive) and submit the application form on or before 31 March 2022.


For those eligible participants who would like to apply for the subsidy, please complete and submit the application form by post to the Maritime and Aviation Training Fund Unit, Transport and Housing Bureau at 20/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Hong Kong within four months after completing the course / passing the examination. Late application will not be accepted. 

Please DO NOT send the application form to HAFFA and HAFFA will not bear any responsibility for any delay or loss of the documents due to delivery to a wrong address.

 

In submitting the application form, the applicant should attach a copy of each of the following:- 

(a) the applicant’s Hong Kong Identify Card;
(b) documentary proof (e.g. certificate transcript, letter) issued by the course/examination provider certifying 
that the applicant has completed the course to the satisfaction of the provider or passed the relevant 
examination; 

(c) the receipt of course/examination fee payment (with name of applicant shown); and
(d) document issued by the bank showing the number and the name of holder of the bank account to which the refund will be credited to, e.g., the front page of the bank passbook / automatic teller machine card (name of the account holder must be exactly the same as the name in the Hong Kong Identity Card); 

(e) document to certify the applicant’s employment issued by an organization / company of the aviation sector in Hong Kong (document issued within the last month from the application date would also be accepted); and

(f) document to certify the applicant has left his / her employment in an organization / company of the aviation sector in Hong Kong on or after 1 March 2020 (only applicable to Type II Application)
