Background - Air Cargo Security (ICAO 2021)
A. As communicated in our previous News and HAFFA organized 1st ICAO briefing session back in December 2017, Members have noted the International Civil Aviation Organization (ICAO) has announced a policy direction that required phasing-out known consignors (KC) not approved by the Civil Aviation Department (CAD) for aviation security by 30 June 2021 the latest. Under the new policy direction, KCs will either have to be approved by an appropriate authority/CAD, or have their air cargoes subject to 100% security screening. However, at present, a Known Consignor (KC) recognized by its partnering Regulated Agents (RA) or aircraft operator may still have its consignments treated as known cargoes. Thus, it will necessitate big changes to the existing Regulated Agent Regime (RAR) in Hong Kong.
B. Led by the Security Bureau (SB), the Government has actively engaged the industry stakeholders to formulate roadmap and Hon. Frankie Yick has chaired an industry Task Force to study the feasibility of multiple security measures to prepare the air cargo industry for the new ICAO policy direction. Current recognized measures by the CAD under 100% security screening are only conventional x-ray screening and hand search, hence feasibility study targets to provide multiple solutions including (but not limited to):
1. Conventional x-ray screening:
a. ON-airport
· Increase the existing Cargo terminal operators’ (CTO) screening capacity
b. OFF-airport
· Explore: Screening at RA or RA’s subcontractor’s own warehouse (Regulated Air Cargo Screening Facility, RACSF)
· Explore: Screening at Common air cargo screening facilities, CACSF (Shared warehouses, Airport Authority Hong Kong, AAHK or interested operators.)
2. Explore other screening options (preliminary stage):
a. Dog detection
b. CT scanning or screening for palletized cargo
3. Set up new KC Validation Scheme:
a. Local KC
b. Overseas/Mainland KC
Latest Development
We’ve learnt from the SB and CAD that the requirement of the RACSF will soon be finalized, whereas CAD planned to give briefings of RACSF final policy to the industry in July and August. And CAD will commence the acceptance of RACSF application in September 2018. In order to bring to members first-hand ICAO requirement and CAD RACSF policy (FINAL), HAFFA actively engaged with Government on the ICAO new policy. We have organized 1st ICAO briefing session back in December 2017. We are very grateful that SB and CAD accepted our invitation to be our speakers giving us such important CAD briefing* on RACSF final policy on 31 July 2018.

Full-day Forum cum Annual Luncheon
Riding on our annual event “HAFFA Annual Luncheon”, with the support of the Carrier Liaison Group (CLG), HAFFA successfully organized the full-day Forum on 31 July 2018 at Regal Kowloon Hotel, TST. In the forum, participants were updated on the latest Government policy and to explore possible solutions to the new ICAO policy compliance. A great big thanks to Members’ enthusiastic support, there have been overwhelming responses from the industry and the forum was fully subscribed.
