Considering it is also important for your customers (i.e. shippers or co-loaders) to take proper training in order to ensure that they have knowledge and abilities to comply with prevailing regulations for handling DG, we are delighted to extend the privilege to Members’ customers. That said, non-HAFFA members to be referred by you can also enjoy Member’s price for all HAFFA training courses. Apart from helping to enhance safety in air cargo transport, trust that this extended privilege can be conducive to building up a good relationship with your customers and prestige of being HAFFA Members. Therefore, Members are highly encouraged to refer your customers to take the HAFFA courses.

 

To enjoy the benefit, business partner of HAFFA member require following the steps below:

(Attention to business partner of HAFFA member) If you being a Non-HAFFA Member will join any HAFFA course because of our Members’ referral, you may enjoy HAFFA Member price. You’re required to first send us the application form by email to training@haffa.com.hk and in the cover message please cc your email contact of HAFFA Member in order to enjoy this privilege. After receiving our email confirmation, please mail original enrolment form and payment (by cheque) to HAFFA.

Partial Reimbursement of Course Fee provided by VTC

Vocational Training Council (VTC) - Transport Logistics Training Board (TLTB)

CC) Scheme
 

·     The Transport Logistics Training Board (TLTB) subsidizes participants/trainees in non-mandatory courses such as Vocational Training Programme for the Freight Logistics Sector (VTP) courses every year.

 

·     Good News! TLTB continued to endorse the following specified courses being eligible to get subsidy from the OCC Scheme under HAFFA:

     EU Aviation Security Training (ACC3, RA3 and KC3) 

     RAR - Cargo Security Training (Regulated Agent Regime) Course 

     Dangerous Goods Awareness (for Category 4 & 5 Personnel) (DGA) 0.5 Day 

     Dangerous Goods Awareness (for Category 4 & 5 Personnel) (DGA) 1 Day 

     Dangerous Goods Regulations (for Category 1, 2, 3 & 6 Personnel) (DG) 

     Vocational Training Programme for the Freight Logistics Sector (VTP)

^ Declaration form should be submitted with the OCC reimbursement form. Application will NOT be accepted if the declaration form is missing.

 

TLTB was of the view to give partial reimbursement of the course fee to participants upon completion of the course. This to encourage employees to upgrade their knowledge and work skills, TLTB further endorsed the above specified courses (DG, DGA, RAR) under the condition that:

 

i)    company-sponsored applicant is NOT eligible for the subsidy 如學員的學費由公司資助將不能申請贊助;

ii)   only for applicant whom is self-financing 學費須由學員自付; and

iii)  refund, if any, to be made to the applicant (not the company) 有關款項將直接發還予學員而非發還予公司

 

 

Also, your attention is drawn to the following salient points for applying the OCC subsidy for the above courses:

 

Ø   Participant should achieve 80% or more attendance and pass the assessment of the course /    programme if applicable.

Ø     Participant is an employee working in the Transport Logistics Industry.

Ø    Participant needs to tick the box “Self-Finance” on the enrolment form (Please see the above sample  form)

Ø     Participant should return the completed “Application for Partial Reimbursement of Course Fee Form” in  which the box “Self-financing and refund if any to be made to the participant” is checked (Please see  the above sample form)

Ø     Participant has not been granted any other form of government subsidy or financial assistance for the relevant pre-approved course. (i.e. applicant cannot apply for the THB-MATF funding under the same course) Declaration form should be completed, signed and submitted with the OCC reimbursement form.

Ø     Please read though the Notice to Applicant before applying the subsidy

 

Remarks: For those eligible participants who would like to apply for the subsidy, please complete the enrolment form, reimbursement form and declaration form, submit the forms to HAFFA office 7 days before course commencement date for processing. If no reimbursement form is received 7 days before the course starts, we assume the participant is not going to apply for the subsidy.

Partial Reimbursement of Course Fee provided by the Transport and Housing Bureau (THB)

The Transport and Housing Bureau (THB) - the Professional Traning and Examination Refund Scheme (ProTERS) under the Maritime and Aviation Training Fund (MATF) 

·   The Transport and Housing Bureau (THB) launched the Maritime and Aviation Training Fund (MATF) on 1 April 2014 to support the manpower training of the maritime and aviation industries. One of the initiatives under MATF is the Professional Training and Examination Refund Scheme (the Scheme). The objective of the Scheme is to incentivize those already working in the maritime and aviation sectors, to attend course(s) and sit for examinations(s) that are being offered by various education institutions, professional or trade bodies to raise their professionalism and competency, and encourage them to acquire relevant professional qualification(s). Under the Scheme, successful applicants will be refunded 80% of the fees for completing pre-approved courses/examinations.

Application should be made by individuals. Application from company/organization will NOT be accepted.

 

For each application,

 

(a) the applicant must be :
     (i) a resident of the HKSAR and lawfully employable in Hong Kong; and 
   (ii) in full-time employment in the maritime or aviation sector with an organization/company in Hong Kong during the time when taking the pre-approved course/examination and at the time of application;

 

(b) the applicant has enrolled in one of the pre-approved aviation courses or taken one of the pre-approved aviation examinations on or after 11 January 2014, and has completed the course to the satisfaction of the course provider or passed the examination; and

 

c) the applicant has not been granted any other form of government subsidy or financial assistance for the relevant pre-approved course/examination. (i.e. the applicant cannot apply for the OCC funding under the same course/examination)

Key Procedures for Application:

For those eligible participants who would like to apply for the subsidy, please complete and submit the application form by post to the Maritime and Aviation Training Fund Unit, Transport and Housing Bureau at 17/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Hong Kong within four months after completing the course / passing the examination. Late application will not be accepted. 

Please DO NOT send the application form to HAFFA and HAFFA will not bear any responsibility for any delay or loss of the documents due to delivery to a wrong address.

 

In submitting the application form, the applicant should attach a copy of each of the following:- 

(a) the applicant’s Hong Kong Identify Card;
(b) documentary proof (e.g. certificate) issued by the course/examination provider certifying 
that the applicant has completed the course to the satisfaction of the provider or passed the relevant 
examination; 

(c) the receipt of course/examination fee payment (with name of applicant shown); and
(d) the front page of the bank passbook or statement of the bank account to which the refund will be credited to.

The document should show the applicant’s name, account number and bank name/ bank code (name of the account holder must be exactly the same as the name in the Hong Kong Identity Card).
